Bulgarian Energy Watchdog Claims Unchanged Heating Prices

The price of central heating in all Bulgarian cities will remain unchanged throughout the whole heating season, the head of the State Commission on Energy and Water Regulation (DKEVR) announced.

"If we have a reason to decrease the prices, we will do it," said the Head of DKEVR, Angel Semerdzhiev on Tuesday.

Earlier, he has forecast that the price of heating will drop because of the decreased price of natural gas.

He has explained that if the natural gas price goes down by 10%, then the price for heating would also decrease by 4-5%.

The Bulgarian state owned company Bulgargaz, however, has suggested only a 1,36% drop in the price for natural gas for the fourth quarter of 2010.

"Correction of the price for heating, which was decreed from July 1, 2010, is envisioned only after a significant change of the natural gas price. However, it is expected that the decrease of the price for natural gas from October 1 would be minimal," Semerdzhiev said.

According to him, the price of heating would not decrease and there is a real danger that many of the holdings would be left without gas because of their accumulated debts to Bulgargaz.

Among the suppliers with largest debts is the Sofia heat-and-power supplier. However, Semerdzhiev has stated that even though there is a possibility that Bulgaria's capital might be left without heating, it is not likely to happen.

Others that face the same danger are the Bulgarian city of Vratsa and the town of Kazanlak.

"I will meet today with the head of the Association of Heating Utilities and we will discuss the problem,"Semerdzhiev said.

Head of the association is Petko Milevski, who is the Executive Director of Sofia's Heating Utility.
