Doctors vs. Tax Officials in Bulgaria

A Bulgarian man is seeing his doctor over a bad cold. The physician welcomes him, and says,

“Please, stick out your tongue now!”

The patient does as he is told but notices that the doctor is not even looking at his tongue, and has started to write a prescription right away.

“You did not even look at my throat!” he protested.

“No need for that, you diagnosis is clear. I am just making you stick out your tongue in order to irrigate the tax officials in the office building of the National Revenue Agency right across the street,” explains the doctor.
