Ex Bulgarian Police Head Accused of Eavesdropping

Former police head from the Bulgarian city of Stara Zagora, Toncho Mihaylov, will be tried over accusations of illegal eavesdropping of inspectors in the police building.

On Wednesday, the regional Prosecutor’s Office from the Bulgarian city of Plovdiv submitted the indictment against Mihaylov in the court.

According to the law, the former police head could face from 2 to 8 years imprisonment.

In the fall of 2009 was revealed that in the period 2004-2009, Mihaylov, who was head of the police department for 10 years, has eavesdropped and watched all the inspectors, who have come to revise his work.

He has ordered the police technician Slavi Slavkov to install a camera and a microphone in the computer socket in Room 62 in the building of the police department. The sound and picture were transmitted via a cable to the next room, where the technician was placed.

According to the Prosecutor’s Office, the camera and the microphone have not been part of the police department’s special intelligence devices, but have been bought from a store in Stara Zagora and have been irregularly installed.

Mahaylov used the devices to watch what the inspectors, sent by the ministry, are doing. During their every visit, they have been places in the room where the camera and the microphone have been.

The former police head has stated that he has installed the devices following temporary orders by the Interior Ministry from 1989. The goal, in his words, was to create files for the criminals.

Mihaylov retired days after the check that has revealed the eavesdropping has begun.
