Wife of Sentenced Sofia Heating Utility Head Walks Free

The Sofia City Court ruled Friday to release from arrest Stanislava Dimitrova, the wife of sentenced Sofia heating utility head, Valentin Dimitrov, annulling the decision of the lower court from a week ago.

Stanislava Dimimitrova was arrested on July 28 and charged with large-scale fraud and blackmail, but the magistrates said they failed to see even a single proof for the charges while testimony and evidence collected did not include any facts and circumstances pointing at the defendant.

In addition, the court believes the prosecution had acted erratically in pressing charges and for over 24 hours after the arrest had no idea what exactly to accuse Dimitrova of.

The initial tip-off was sent by a business lady, Anna Chilitsa, whom the suspect, allegedly, pressed to pay BGN 30 000 so that the contract between her company and the Sofia heating utility “Toplofikatsiya” is not suspended. Stanislava Dimitrova and two men were detained as they were handed BGN 10 000 as first installment.

Testimony, however, revealed that during the meetings between the defendant and Chilitsa, the only topic that had been discussed were the obligations of the latter towards the heating utility, and no witness, including the businesswoman, ever said fraud, blackmail and trading influence were involved. Chilitsa’s testimony is based on her subjective feelings and interpretations, the magistrates explain, adding they are perplexed as to why the arrest was made my masked policemen from a special task force.

“The arrest warrant, the goals, and the plan of the police operation remain unclear,” the Court concluded.

The rule is final and cannot be appealed.

Valentin Dimitrov appeared in person as his wife’s defense council and told the judges that the only problem she has is the fact she is married to him.

Valentin Dimitrov aka Toploto (The Warm) and another five co-defendants are accused of embezzling nearly BGN 2 M from Toplofikatsiya’s finances for the period from 2003 to 2006.
