EU Commission Angry over Energy Single Market, Warns Bulgaria

The European Commission is ready to start three new infringement procedures against Bulgaria regarding the energy market, irregularities in public procurement and issues in flood management.

The Commission gave Bulgaria a second and last warning for the lack of transparency in the electrical and gas market. The EC also criticized Bulgaria for the lack of interconnection of its gas system with that of neighboring countries and for the quality of its electrical system.

Bulgaria is among a total of 20 member-states (out of 27) officially warned by the Commission with referral to the EU Court of Justice on failure to comply with EU-rules on energy markets. The move comes in the context of efforts on the part of EC to implement an European Single Market of electricity and gas.

The second warning refers to the procedure of appealing the awarding of public procurements. A EU directive requiring for 10 days of leeway between awarding and concluding of contract had to be implemented by member-states by December 2009 and a bill to that effect was voted by the Bulgarian parliament only Thursday. The procedure will be stopped when the Commission determines that the government is actually applying the directive, according to Sega.

The third case refers to a similar delay in directive transposition, this time regarding flood prevention and river safety.
