Bulgarian-German Consortium to Build Sofia Waste Plant - Report

As expected, the Sofia City Hall has ranked first the offer of the consortium between the Bulgarian “Stanilov” company and the German “Heilit” in the public tender for a builder of a waste treatment plant in Bulgaria's capital.

The news was reported Tuesday by the Bulgarian daily Dnevnik, citing their own sources.

“Stanilov-Heilit's” price offer is BGN 208 808 700 while the cost for maintenance of the equipment is BGN 9 427 949 per year. The Greek-German consortium between “Helektor” and “Hochtief,” offering BGN 240 614 029 and BGN 9 828 899 respectively, ranked second.

Sofia's Mayor, Yordanka Fandakova, must sign the order approving the ranking. After it, the decision must be sent to the other bidders, which have 10 days to appeal it. The “Stanilov” company, which belongs to Bulgarian businessman, Georgi Stanilov, was unavailable for comments.

It is expected that the signing of the contract and the groundbreaking might be delayed by 2 to 3 months since some of the bidders have already announced they will appeal the procedure before the Commission for Protection of Competition. The rejected offers include major Bulgarian companies such as “Glavbolgarstroi,” “Balkanstroi,” “Valmex,” and “Holding Patishta.”

The “Dnevnik” source is quoted saying the eliminated bidders failed to fulfill important requirements such as having experts in the design and the construction of similar projects or annual turnover of at least BGN 200 M for the last 3 years while one bidder had been discarded over problems with its business registration.

The construction deadline is 2 years from the date of the signing of the contract. The plant will be located near the village of Yana, adjacent to Sofia, and it has already been delayed by a year.
