Bulgaria Chief Prosecutor Optimistic about Kidnap Gang Operation

Bulgaria’s Chief Prosecutor, Boris Velchev, admits that there are too many people with pending criminal cases against them, and who thus remain at liberty.

Velchev, speaking in a radio interview on Saturday, stated that there was no universal solution to this issue, and that it was a matter of the professionalism and morale of many magistrates.

The prosecutor was optimistic about the outcome of the special operation  "The Impudent", which had resulted in the arrest of 25 kidnap gang members on Thursday.

"When we started the implementation of this carefully prepared operation for two months, we did it smoothly," he said.

"We were prepared, we evaluated the evidence we had collected and, what is more important, gathered new evidence that reinforced our initial impression."

"It is very difficult for me to tell you the exact names of the kidnapped people, but we are absolutely convinced that the participants in the detained criminal group are responsible for several kidnappings," Velchev added.

"It was a very big problem, I would say, one of the most pressing recently. For many years, we had given the impression of endless inefficiency regarding abductions, and that is why a more special organization was developed," he continued.

Boris Velchev also stated that there was no evidence that magistrates had been involved in groups such as "The Impudent".

"Frankly, I cannot see in what way investigators and prosecutors could have been of use to such groups," he said.

Concerning the outstanding investigations against ministers, the Chief Prosecutor said that some of them have been almost concluded, but there are still some cases where there is more work to be done.

Asked whether evidence against former Prime Minister Sergey Stanishev would be gathered and whether he would be convicted, Boris Velchev said: "This will become clear if and when an indictment is brought.

"To comment on such a possibility now seems wrong to me. We're leading these criminal proceedings according to the same regulations as any other such proceedings."
