No Bank Credit for Bulgarians with Unpaid Traffic Fines

In early 2010 the National Revenue Agency (NRA) will merge with the State Receivables Agency (SRA) and will thus start to collect all public and private civil claims reported by the revenue administration.

After the merger, reported by the NRA, revenue inspectors will be allowed to describe and sell the assets of debtors who have not paid their debts to the state budget. Currently, officials from the NRA can only impose interim measures but are not allowed to sell property for unpaid debts.

In addition to taxes and social security in the NRA will receive unpaid voluntary public state receivables, such as fines imposed by traffic police, sanctions the Regional Directorate for Protection and Control of Public Health and many others. If fines to Ministries are not paid within two weeks, data will be sent to the NRA.

Moreover, the NRA will monitor unpaid fines when issuing certificates of insurance and taxes paid. Such documents are necessary for the granting of bank credit, for participation in public procurement and many other cases.
