The leader of the conservative Order, Law and Justice (RZS) party, Yane Yanev, was removed from the plenary hall Thursday for one parliamentary session.

The decision of the Speaker, Tsetska Tsacheva, was based on a RZS declaration Yanev attempted to read from the parliamentary stand to protest against the refusal of Tsacheva's ruling Citizens for European Development of Bulgaria (GERB) party to reduce the presidential institution's budget by BGN 1 M.

During the Wednesday 2010 budget debates RZS requested the move and asked for the money to be redirected to the so-called “Kushlev” committee in charge of investigating and confiscating property acquired through illegal activities. After the vote, the RZS Members of the Parliament left the debate in sign of protest.

The Thursday declaration states that “President Parvanov lacks the moral qualities to hold the highest office in Bulgaria and will be remembered as the fist president whose name is involved in allegations of abuse of power, undisguised lobbying for foreign energy projects, and even spicier, hunting, travel, mansions and other scandals.”

“I think you insulted the 41st General Assembly and the Head of State and I am removing you from the plenary hall,” Tsacheva said in response.

In the hallway, Yanev told reporters the declaration did not include anything offensive about the institutions and Tsacheva took it personally because she is acting like a long-time Bulgarian Socialist Party (BSP) functionary, which she used to be years back.

“We are very well aware why GERB courts the President and is firmly against calling a Grand National Assembly. There are circles in Bulgaria that want to extend the political status quo for another 20 years,” Yanev said and read the entire text of the declaration for reporters.

The RZS leader stated his party wants to call a grand National Assembly and the adoption of a new Constitution as the only way to have radical reforms in the country.

Yanev further informed that recently he attended a meeting at the Finance Ministry where the budget has been discussed step by step, including the reduction of the presidential budget, which has been approved by GERB, but they changed their mind at the last minute.

The RZS leader vowed to continue with strong words from the tribune of the Parliament despite his removal and said former or current BSP members would not scare him.
