Some 15 000 drivers in Bulgaria literally buy their licenses every year, and then hit the roads becoming potential killers.

This has been announced by Bulgaria’s Transport Minister, Alexander Tsvetkov, who told the Bulgarian National Radio that there was an immense “corruption environment” for purchasing driver’s licenses.

Tsvetkov vowed that his administration was going to equip all drivers’ training centers in the country with technical devices for permanent control. One of the new ideas is to hold computer-based tests in order to avoid fraud with the paper-based exams.

The Minister said the new measures including changes in the Road Traffic Act would kick in after January 1, 2010.
