Bulgaria Regional Minister Vows to Ease up Business Procedures

Business in Bulgaria must focus on seeking investments, creating jobs, modernizing factories and equipment, instead of building shopping malls.

The opinion was voiced Monday by the Minister of Regional Development and Public Works, Rosen Plevneliev, who spoke during the national round table focused on amending and improving the Act for Territorial Planning and Development.

In order to improve business climate in the country, the government must establish long-term, clear rules and alleviated procedures that would not be influenced by lobbyist interests, Plevneliev pointed out. He said that in Bulgaria 25% of the work day of a manager is spent on solving administrative issues while in Europe the average is below 9%, adding our northern neighbor Romania is at least 2 years ahead of Bulgaria and attracts 90% of the foreign investment in the region.

The Minister said Bulgaria is facing several difficult months and regional reforms would help more that waiting for foreign investments, adding legislative changes must be aimed at fast infrastructure construction and attracting foreign investors.

“There isn't a stronger anti-crisis measure than the EU money, but if we don't apply the needed changes there is no way we will be able to use those funds,” Plevneliev said.

According to the Minister, concrete cases must now be solved so that the municipalities and the State obtain the chance of building infrastructure, especially roads.

Plevneliev defined as one of the main task of the cabinet the preparation of a strategic plan for 2014-2020 that would involve a public debate and determine the future moving forces of Bulgaria's economic growth, underlining construction and finances can no longer be considered as such.
