Bulgaria Ex-Vice PM: EU Programs Positive Assessments Deadline is October 21

The deadline for the positive completion assessments on the European Union operational programs that Bulgaria is working on is October 21.

This has been announced Monday by Bulgaria's ex-Vice Prime Minister, Meglena Plugchieva, in an interview for the Bulgarian National Radio.

"The EC is returning these completion assessments in order the latest lapses to be corrected, so theses schemes can be accepted as working with positive evaluation", Plugchieva said.

The dead line until which Bulgaria must receive positive correspondence evaluation for the operative programs is October 21. This is the data when the two-year accreditation of the programs expires. Two year ago the first advance payment were made, too.

In Plugchieva's words, the completion assessments of the operational programs are common procedure in the EU member states. She described as "national masochism " the statements that "it is all ruined and lost".

"What does it mean that we are going to Brussels to beg and there they will understand us", Plugshieva said answering to PM Boyko Borisov, who described the news form the EC as "horrifying".

The European Commission has turned down the compliance assessments submitted by Bulgaria under four of the seven operational programs for EU funding.

This was announced Monday by Dennis Abbott, Spokesperson of the Regional Policy EU Commissioner, the Bulgarian National Radio reported.

The Commission has send back to the Bulgarian authorities the compliance assessments under operational programs "Transport", "Competitiveness", "Administrative Capacity", and "Technical Assistance", Abbott said.

The EC still has not decided about the Human Resources Development assessments, which has been submitted by Bulgaria's previous government of Sergey Stanishev, just as the other four assessments. Bulgaria still hasn't sent to Brussels compliance assessments under the Environment and Regional Development programs.

The main reason the EC rejected Bulgaria's assessments are continuing weakness in the launching of a central information system for management and control of the EU funded projects.
