Bulgaria Govt Appoints New Expert to Fight Tax Fraud

The new Bulgarian government of PM Borisov is appointing a new expert in charge of fighting tax and insurance fraud.

The 38-year-old Toshko Todorov is assuming Monday, August 10, the position of a Deputy Executive Director of the National Revenue Agency.

Todorov will be in change of the NRA's cooperation with the Interior Ministry and the Prosecutor's Office, and will head three specialized audit and tax units, including the unit in charge of exchanging value-added tax information with other EU member states.

On Monday Todorov had a special meeting with the Prime Minister Boyko Borisov, the Finance Minister Simeon Djankov, and the head of the NRA, Krasimir Stefanov.

He became public famous in March 2009 when he appeared during the first and only televised debate between the then Prime Minister Sergey Stanishev, and the GERB leader Borisov, and was presented as one of the economic experts of the GERB party.

During the debate he was revealed to have been working as a tax fraud consultant on a temporary contract with the State National Security Agency DANS. The then PM Stanishev claimed he had information that Todorov himself was involved in tax fraud but these allegations have not been proven.

Todorov was born in November 26, 1966, in the northeast city of Dobrich. He has an accounting degree from the Economic Academy in the town of Svishtov.

Todorov joined the Bulgarian tax administration in 1992 as a tax inspector in Dobrich. In 1998, he was promoted to Director of the Regional Tax Directorate in Dobrich, where he worked until 2006. From 2006 until 2008, Todorov worked at the Central Office of the NRA. He has stated he quit because his ideas "were not met with understanding."
