Bulgaria Ex-Regional Minister Spent BGN 42 M on Repairs

Former Bulgarian Minister of Regional Development, Asen Gagauzov, spent BGN 42 M for scandalous repairs in the last days of the previous government's term.

This has been announced by the current Regional Minister, Rosen Plevneliev, in an interview for the Standart Daily.

The shocking amount was spent for repairs of the building of the ministry. The work was done on prices which exceeded the market ones by times.

EUR 2 254 were paid per square meter to the only bidder in the public procurement procedure, "Glavbolgarstroy".

"The expenditures are completely inappropriate, because the construction of a government center, where all the ministries will move is expected to start. I will give this case to the Prosecutor's Office... I inherited a ministry, which is not paying its debts, is in a state of bankruptcy, and is not constructing under the rules and the market prices", Plevneliev said.

In his words, the ministry owes BGN 72 M, and the last government has used 81% of the budget, even though it is only the middle of the year.

The ministry is in a state of bankruptcy, not only because it has not paid to contractors since October 2008, but also because it has signed contracts for another BGN 300 M without actually having the money.

"A complete list of the contracts is being prepared. They are mainly in the "Public Works" and "Water-supply and sewerage" directorates. This is the biggest trap laid by the Stanishev government", Plevneliev explained.
