World Bank Report: Bulgaria with Poor Governance

Bulgaria is a country with relatively poor governance, according to the Governance Matters 2009 Report of the World Bank.

The Report evaluates the six "Worldwide Governance Indicators" of 212 countries around the world - Voice and Accountability, Political Stability and Lack of Violence, Government Effectives, Regulatory Quality, Rule of Law, and Control of Corruption. The World Bank study is the most comprehensive of its kind, and covers the period from 1996 until 2008.

Bulgaria's results generally place it in the group of Eastern European states that are outside of the EU. Romania is in a similar situation.

Bulgaria's "Control of Corruption" scores are close to the ones of Bosnia and Herzegovina and Kosovo. The report data suggest that Bulgaria's government effectiveness has hardly improved since 1998. In fact, the best result here was reached in 2003, and since then the indicator has even showed a slight decline.

Bulgaria's control of corruption was only slightly better in 2008 than it was in 1998. Here again the best result was reached in 2003. The country's control of corruption indicator has about the same value as those of Montenegro, Albania, and Kosovo. According to the report, the least corrupt states in Eastern Europe are Slovenia and Estonia, and the most corrupt - Russia, Belarus, and the Ukraine.

Bulgaria, Romania, and Greece are among the more unstable states in Eastern Europe according to the Political Stability indicator. Croatia and Slovenia fare better, whereas Kosovo and Turkey fare worse.

On the Rule of Law indicator, Bulgaria is again behind Montenegro, and has achieved minimum progress.

Bulgaria has achieved the greatest progress on the Regulatory Quality indicator. In general, however, its scores are worse than those of the Central European states, and nowhere near the ones of the EU15 states.
