The Bulgarian Parliament alleviated adoption procedures Friday by officially passing texts from the new Family Code.

When a child is housed in a social care facility, he or she can now be adopted without parental agreement, in case parents have not inquired about them or visited them in a period of six months.

Adoption without parental agreement will also be allowed in cases of neglect, failure to provide alimony or raising the child in harmful conditions.

Bulgaria's Deputy Justice Minister, Ilonka Raycheva, said during the discussions that over 40 Bulgarian children couldn't be adopted via international adoptions due to the bureaucratic local procedures until now.

On its last day of work, the 40th General Assembly failed, however, to pass the Amendments of the Traffic Act due to lack of quorum.
