European Experts Set to Help Bulgaria Administration

European experts will arrive in Bulgaria to assist the state administration, the Bulgarian cabinet decided late Thursday.

PM Sergey Stanishev was the main advocate of the proposal for outside help from other EU member-states. However, in Brussels his idea was met with a cold shoulder by the EC president Jose Manuel Barroso, the Standart daily newspaper reported.

According to the cooperation plan adopted after a cabinet meeting, European experts will be appointed to key positions at the central and local government levels. The idea is for foreign experts to assist their Bulgarian colleagues mainly in the sphere of legislation, reform of the judicial system, law enforcement and also to help choose the Bulgarian candidates for EU-funded projects.

A Bulgarian interdepartmental commission will control the work of the foreign experts. The commission will be composed of deputy ministers of finance, foreign affairs, labour and social policy and state administration. The commission will directly report to PM Stanishev.
