The EC President Jose Manuel Barroso has categorically thrown out Bulgaria PM Sergey Stanishev's request for outside help.

In a special letter received by Stanishev Monday, Barroso stated that "new institutional mechanisms are very important for Bulgaria, Dnevnik daily newspaper reported.

According to Barroso's letter the other EU countries are suffering from assistance fatigue regarding Bulgaria and that Bulgaria first has to show "concrete and visible results".

From the letter it became clear that Barroso had told PM Stanishev the same thing at their meeting on March 5, the day that Stanishev had asked EU member states to send "experienced" diplomats to hold "key positions" in the administration in order to help boost reforms in the country.

Barroso earlier stated; "We co-operate with you, we have increased the co-operation, but there is no way that we substitute the efforts that depend on the government, the administrations, and all levels of the Bulgarian state."

The Bulgarian government's proposal for "specific co-operation schemes" with other EU states was prepared in February by Stanishev's advisory board, notably his European affairs advisor Maria Markes-Pinto.
