Buildings in Sofia City Centre no Higher than 50 m, Parliament Decides

The National Assembly adopted final amendments to the Sofia Municipality Planning and Development Act, reported the Bulgarian National Television . The changes include restrictions on building height: for the central city area – 50 metres, except for properties in the new central business district; for the area bounded by the Sofia Ring Road – Sofia’s southern development area boundary – and Tsar Boris III Blvd – 15 metres; for the rest – 75 metres. 

The MPs rejected the initial proposal for buildings up to 50 metres in the central city area, up to 75 metres within the Ring Road, and up to 15 metres outside the Ring Road, and up to 125 metres for the rest of the city. They also dropped the proposal for areas for high-rise buildings.

MPs introduced minimum green space requirements: for kindergartens – 50%; for schools – 20%; for higher education institutions – 30%; for medical facilities – 30%; for social welfare facilities – 30%. 

The chairman of the Parliamentary Committee on Regional Policy and Urban Development Iskren Veselinov ("United Patriots") pointed out that the bill had undergone substantial changes between the first and the second reading. Two public debates were held and the texts were in line with the views of non-governmental organizations. According to him, there has been a rational, deliberate amendment that solves the main problems of Sofia with the high construction and the preservation of the green system.
