People roaming through garbage bins are threatened by a BGN 1,000 fine.

''There are two categories of homeless people – one is those seeking for food and the rest might have already become millionaires,'' said Todor Burgudzhiev, CEO of Ekopak Bulgaria.

He stated that the measure needs to be imposed in order for the government to start ''battling people roaming through garbage bins that have been taking valuable materials such as paper, cardboard and glass''.

In Burgudzhiev's words the process has already become an organized business. Companies collecting the separated garbage have been incurring losses amounting BGN 7-9 M.

The fine will be applied only to people who are roaming in the separate trash collection bins. This would mean that people who are hungry will not be fined as all that can be consumed is in the regular old trash bins, as stated by Burgudzhiev and municipal counselor Lorita Radeva.

Meanwhile, several Roma people from the neighborhood of Hristo Botev have expressed their concerns as this is their only living means. They said in an interview for Nova Tv that they typically make BGN 4-5 or even BGN 20 on good days.
