Bulgaria MPs to Unveil Proposed Constitutional Changes

Paties in Bulgaria's Parliament are widely expected to unveil Thursday the constitutional amendments sought by most political forces to boost efficiency of the judicial system.

These reportedly include the Supreme Judicial Council (VSS)'s splitting into two sections (one for judges and one for prosecutors) and a shorter term in office for its members, most likely for three or four years.

A contact group is to discuss the proposals in the National Assembly for the second time on Thursday, and back then it was agreed (and announced by Parliament Speker Tsetska Tsacheva) that they would be submitted to Parliament for a plenary debate by May 14.

As of Thursday morning however, no specific proposal has been tabled.

Some officials have been staunchly criticizing the VSS over what it calls the supreme judicial watchdog's resistance to reform, pointing to a scandal that erupted over allegations of flawed distribution of cases at the Sofia City Court (SCC).
