Bulgarian Ministries, Universities Owe BGN 23 M to Sofia Municipality

Public institutions and universities owe the Sofia Municipality some BGN 23 M in unpaid garbage fee and property tax installments.

Doncho Barbalov, Deputy Sofia Mayor in charge of finance, told Pressa daily that ministries owed BGN 4 M to the Sofia Municipality, while over 10 universities had run up debts totaling BGN 19 M.

He made clear that the Bulgarian ministries of interior, of defense, and justice had accumulated the largest debt, at a total of nearly BGN 3 M.

Barbalov informed that the Interior Ministry and the Defense Ministry owed the Sofia Municipality BGN 1 M each, while the Justice Ministry, which had owed over BGN 1 M to the Sofia Municipality one week ago, had managed to settle a portion of its debt, with some BGN 500 000 yet to be paid.

He said that the Council of Ministers and the Parliament, to which he referred to as “the traditional debtors”, had no debts to the Sofia Municipality as of December 17.

The Deputy Mayor of Sofia declared that the Sofia University "St. Kliment Ohridski" topped the ranking of debtors among universities, with over BGN 10 M in garbage fee installments overdue.

He explained that the Sofia University "St. Kliment Ohridski" had challenged the sum and the method through which it had been calculated.

Barbalov said that the Sofia Municipality had initiated a lawsuit over overdue taxes for 41 properties of the Sofia University "St. Kliment Ohridski", adding that the case, which was dragging on for a third year, had reached the court of second instance, the Supreme Administrative Court (VAS).

He added that the Sofia-based University of National and World Economy (UNWE) owed BGN 1 M to the Sofia Municipality.
Barbalov made clear that the Sofia Municipal Council was expected to facilitate the settlement of debts of universities by authorizing a deferral of payments.
