Bulgarian Agencies Team Up against Public Procurement Fraud

The Bulgarian Prosecutor's Office and Commission for Protection of Competition have signed an agreement to work together in the prevention of cartel arrangement in public procurement.

According to Petko Nikolov, director of the state anti-trust body, such arrangements are frequent, "but very hard to prove with evidence."

Such fraud agreements result in a manipulation of the procurement's price, the contractor chosen and the way of execution, added he.

"In many cases there are suspicions that the presence of such a cartel agreement takes place with the knowledge of the procurer," said Nikolov, who spoke at the signing event Monday.

"The agreement with the Commission for Protection of Competition is of key significance for the Prosecution. Now it is time that government institutions unite their efforts in improving people's living standart," said Bulgarian Deputy-Chief Prosecutor Kamen Mihov.

According to Mihov, the signing of the memorandum is also a signal to the European Commission that Bulgaria will no longer tolearate white collar crime, in particular in the field of public procurement.
