Bulgaria Introduces Electronic Ticket for Road Traffic Violators

Bulgaria's parliament adopted at second reading amendments to the Road Traffic Act, which envision the introduction of an electronic ticket.

The electronic ticket will be issued for violations, which are detected and recorded through technical devices, in the absence of traffic police authorities.

It has to include data for the exact place, date, time, registration number of the vehicle, the owner of the vehicle, description of the violation and the amount of the fine, deadline and place where it should be paid.

Within 14 days from receiving the ticket, the owner of the vehicle has to pay the fine or present a written declaration in the Interior Ministry, providing data for the violator. A written objection to the fine could be provided in a written form within a 7-day period.

Emil Radev from Bulgaria's ruling party GERB has stated that the increase of fines and the introduction of the electronic ticket will lead to a better discipline and collection of fines, which many people avoid now.

Another MP from GERB, Stanislav Ivanov, has expressed hope that the number of cameras on the road will be increased. In his words, the 15 camera, which Bulgaria has at present, establish for 8 months as much violations as the traffic policemen, which are more than 1000, for a one year.

The adopted amendments also envision increase of the fines for speeding and 3-month withdrawal of driver's license for speeding of more than 50 km/h.
